Planning
The site falls within the administrative area of Stroud District Council, where planning policy is currently guided by the adopted Stroud District Local Plan together with the emerging Stroud District Local Plan Review.
The site benefits from a strong relationship with the existing settlement pattern and represents a logical extension to the established built form of Whitminster. Existing residential development lies immediately adjoining the site to the north-east, whilst the land benefits from direct access connections through the adjoining residential development.
Whitminster is identified within the emerging settlement hierarchy as a Tier 3a Accessible Settlement with Local Facilities, recognising its ability to accommodate an appropriate level of future growth whilst supporting local services and infrastructure.
The strategic planning position within Stroud District remains unsettled. The adopted 2015 Local Plan continues to form part of the development plan, while the Local Plan Review remains subject to examination and unresolved transport and infrastructure matters. The Council has also commenced preparation of a new Local Plan, with adoption currently anticipated around the end of 2029. This position may create opportunities for the promotion of sustainable and deliverable housing sites, particularly given the identified housing land supply shortfall, although the weight to be afforded to emerging policies and the timing of any allocation or permission remain uncertain.
Recent planning appeal decisions within Stroud District have also highlighted housing delivery pressures across the district and identified a significant shortfall against the required five-year housing land supply position. As of October 2026, the 5-year housing land supply for Stroud was between 2.77 & 3.24 years. This planning context is likely to remain an important material consideration when assessing future residential development opportunities across the district.
